In this tutorial, we explain how to unlock the Samsung Galaxy Note 2 with GSM in a few steps and with no “root” required.
To remove the restriction placed by some providers for the Samsung Galaxy Note 2 will not accept other SIM cards, you just have to do the steps described below, but first a few notes:

Step 1: Open the phone application
Step # 2: Enter the following number: * # 197328640 #
Step # 3: This code displays a menu. Enter the following options:
UMTS> DEBUG SCREEN> PHONE CONTROL> NETWORK LOCK> OPTIONS
Step # 4: Choose the option “PERSO SHA256 OFF”.
Step 5: Wait for about 30 seconds. Then press the MENU button and then “Back” to return to the NETWORK LOCK.
Step # 6: Now select the “NW NV DATA LOCK INITIALLIZE”.
Step 7: Wait a minute and restart the computer.
That’s it, now shut down the computer. Insert the SIM card you want to use and then on again. Your Samsung should connect to the new wireless network without problems. [Via: XDA-Developers]
